For two decades, SRDC has been building a knowledge base and learning what works in social policy, as well as what does not work. We have been testing new innovative policy ideas in “real-world” settings. Our experience and expertise in designing, implementing, operating and evaluating large-scale demonstration projects is unique in Canada.

SRDC’s experienced research staff is motivated by the desire to help policy-makers identify and implement policies and programs that improve the well-being of Canadians.

SRDC: Two decades of rigorous research and innovation

The Social Research and Demonstration Corporation (SRDC) is a non-profit research organization, with offices in Ottawa, Toronto, and Vancouver, created specifically to develop, field test, and rigorously evaluate social programs. SRDC’s two-part mission is to help policy-makers and practitioners identify policies and programs that improve the well-being of all Canadians, with a special concern for the effects on the disadvantaged, and to raise the standards of evidence that are used in assessing policies.

SRDC accomplishes its mission by evaluating existing programs, and by testing new program ideas at scale and in multiple locations before they become policy and are implemented on a broader basis. Through the development and evaluation of demonstration projects and field experiments conducted in real-life contexts, SRDC brings together the worlds of academic researchers, government policy-makers, and on-the-ground program operators.

What makes SRDC unique in Canada is its experience in designing, implementing, and evaluating large-scale demonstration projects using random assignment evaluation designs. This pioneering work involves combining rigorous quantitative analysis with innovative qualitative research techniques to tell what works, for whom it works, and why it works.

We have assembled a multidisciplinary staff with a broad range of skills and experience, including project management, program administration and field operations, quantitative and qualitative research, systems design and implementation, survey design, and data collection and policy analysis. While our core research activities are focused on rigorous impact evaluation of new program models, we apply our expertise to various types of services.

The focus of our research is learning what works. Our goal is to raise the standards of evidence that are used in assessing the effectiveness of policies and programs. The belief that underpins all our work is that credible, well-communicated evidence can make a difference in policy development and program practice.

SRDC was established in December 1991 at the request of Human Resources and Skills Development Canada (HRSDC) to develop and implement a long-term, multi-site demonstration project — the Self-Sufficiency Project. Since then, SRDC has completed over 100 projects and studies for various federal and provincial departments, municipalities, as well as other public and non-profit organizations.
