Learning more from the BC AVID Pilot Project: impacts of program delivery on postsecondary persistence

This project examines the long-term impacts of BC AVID on students’ post-secondary outcomes by obtaining up to four more years of updated postsecondary records. It is the first stage of a two-phase research endeavour to learn which elements of AVID program fidelity are predictors of student success. The research team is analyzing the patterns of outcomes and evolution of impacts over time. If the program impacts vary between student cohorts experiencing different levels of AVID program intensity, the research team will seek a second phase to study the relationship between AVID program fidelity and students’ long-term outcomes.

Kid Food Nation

Canadian children are entering adulthood without sufficient knowledge to make healthy food choices. Moreover, rates of childhood obesity and chronic diseases such as diabetes are increasing. In collaboration with SRDC and other partners, Boys and Girls Clubs of Canada is designing and delivering a food skills and healthy eating curriculum for children aged 7-12 in select Clubs. This food literacy program will be supplemented by a national media campaign, and recipe competition and gala event for children. SRDC is evaluating the design and delivery of the initiative, as well as the extent to which food literacy and other outcomes have been achieved.

The Role of Employment Social Enterprises in Supporting Transitioning Youth

The BC Centre for Employment Excellence and its partner, the Community Social Planning Council of Greater Victoria, are conducting a demonstration project to evaluate the role of Employment Social Enterprises (ESEs) in supporting the labour market transitions of youth facing barriers to developing their career potential. The project partners with local social entrepreneurs, employment service providers and employers to generate work placements in new or existing ESEs that focus on employing barriered youth, giving youth participants the opportunity to gain valuable work experience and skill development that is in line with local labour market opportunities. This project is designed to fill a gap in knowledge with regard to understanding the role that transitional placements in ESEs can play in improving employment outcomes for at-risk youth.

Personal income information for disabilities assistance recipients

This project develops a state-of-the-art income calculator website for British Columbians receiving disability assistance (PWDs) and trains employment services centre case managers in its use. The site is designed to improve access to accurate income information for PWDs, including (a) income estimations for specific job opportunities and (b) a personal account where they can keep track of their earning exemption totals and see the effect that earnings have on their Disability Assistance payments. Case managers introduce their PWD clients to the tool and help them to enter the required information. The project aims to improve clients’ understanding of the effect that earnings and moving in and out of work will have on their Disability Assistance Benefits and overall income. It should raise their confidence in the financial consequences of their employment decisions and reduce financial apprehension when moving into employment. The project is designed as an experimental demonstration to quantify the impact of implementation of the Income Calculator on PWDs’ financial security, their willingness and motivation to seek employment opportunities, and improvements in their medium-to long-term employment outcomes.

The long-term impacts of offering enhanced career education to Manitoba high school students

This project extends analysis of the impacts of offering Future to Discover (FTD) enhanced career education on Manitoba high school students. While FTD reports to date have covered the 2005 to 2010 period for Manitoba, this extension permits analysis of impacts on later education and labour market participation through to the end of 2014 when the participants were in their mid-twenties. The study examines impacts on education and earnings using tax records that capture outcomes for all 1,044 participants regardless of whether the participants still reside in Manitoba.

Long-term Education and Labour Market Impacts from the Future to Discover Project

Postsecondary access has been the dominant priority in Ontario’s higher education policy over the past three decades. With this project, SRDC is undertaking data collection and analysis to help answer critical questions about the impacts of postsecondary access policies. The study provides answers to the question "When students at the margin of participating in postsecondary education actually go, what happens to them?". This study uses data on 5,400 students from SRDC’s Future to Discover Project and links these to tax records.

The Employment Navigator Pilot Project

The project involves new cross-systems partnerships working collectively to improve employment opportunities for individuals in supportive housing. The proposed model is a new and untried approach that pairs two distinct evidence-based approaches in housing and employment — Housing First and Customized Employment. The approaches place an "employment navigator" in the supportive housing location to link housing with Customized Employment and other employment services for tenants who are in stable and permanent housing. This is consistent with an underlying principle behind Housing First, which is that people are better able to move forward once housing is stable. The project will operate in two residences in Vancouver’s downtown eastside. The evaluation strategy involves both implementation research and case studies. The BC Centre for Employment Excellence is partnering with the Lookout Emergency Aid Society and the Open Door Group to develop and implement this project.

Essential skills and OHS training pilot project

This project examines the role that essential skills can play in occupational health and safety (OHS) training. The project adds essential skills training in numeracy and document use into existing hoisting and rigging OHS training, examines the challenges of this addition, and estimates the impacts of the essential skills training on trainees’ performance on the assessments already used after the training, as well as their performance on numeracy and document use essential skills assessments.

Demonstrating an enriched Kocihta eMentoring Program Model – A Design/Development Phase

The first phase of a project to tackle one of Canada’s major policy problems: too few Indigenous youth achieving successful transition into the labour market. SRDC is working with Kocihta - a national Indigenous charity founded in 2013 by the Aboriginal Human Resource Council - to develop and test an innovative program model. The model bridges career education to eMentoring with the intent to encourage Indigenous youths to identify and pursue their desired career paths, thereby enhancing their educational investments and improving their labour market outcomes. This phase of the project involves designing an enriched eMentoring program model and developing a comprehensive, detailed implementation and evaluation plan for Phase 2. The main ‘developmental’ activities include: continuing discussions with potential collaborators; developing the intervention/delivery model; finalizing the conceptual evaluation framework; developing the evaluation plan, feasibility and market research for low-cost delivery of eMentoring; and identifying potential funders for a subsequent demonstration project.

Integrating Motivational Interviewing within Employment Services for BC Employment and Income Assistance Recipients

This project implements and tests an intervention that uses an innovative approach to engage and motivate income assistance (IA) clients using employment services in British Columbia to improve their work readiness and participation in the labour market. The project includes a rigorous evaluation of the proposed intervention randomizing both participants and case managers to the treatment, so that clear lessons for policy and practice can be learned and disseminated. This project is managed by the BC Centre for Employment Excellence, a division of SRDC.

BC Partners in Work Innovation Pilot Project

This project has dual labour market objectives of supporting the workforce needs of BC businesses and improving employment outcomes for people with disabilities. The pilot is applying a business “demand-based” approach, using a recruitment model to work directly with BC employers in specific industry sectors with high employment demand to match them with qualified candidates. The recruitment activities are performed by a Recruitment Specialist, who works on behalf of employers to interface with partnering employment agencies to recruit suitable candidates. This project is designed to provide important insights into establishing innovative partnerships between employers and disability serving agencies to facilitate the employment of people with disabilities. This project is conducted by the BC Centre for Employment Excellence and its partners, including: Community Living BC, Open Door Group, Neil Squire Society, Burnaby Association for Community Inclusion (representing the BC Employment Network), Flaherty and Associates, MacLeod Silver HR Business Partners, London Drugs, CREW Management (Century Plaza Hotel & Absolute Spa Group), Seaspan, Edgewater Casino, and the Canucks Autism Network (CAN).

Long-term impacts of the Life After High School program in BC

This project extends analysis from SRDC’s previous study of the Impact of Lowering Non-financial Barriers on Access to Post-secondary Education (Life After High School) in British Columbia. The intervention tested a sequence of three workshops delivered to high schools’ Grade 12 students intended to encourage the students to apply for post-secondary education and related student financial aid. A total of 50 BC high schools with low rates of students entering post-secondary education are involved. Impacts on students’ enrolment and persistence in post-secondary education, use of student financial aid and program choices are investigated across key subgroups defined by Aboriginal status, gender and high school achievement.

NextStep

NextStep is a multi-dimensional mentorship intervention designed to help highly educated, trained, and unemployed British Columbians better integrate into BC’s labour market. These individuals have been referred to by some researchers as "Poorly Integrated New Entrants" (PINEs). The YWCA Metro Vancouver is responsible for the development and implementation of NextStep. The intervention includes different types of mentorship programs to support better career development opportunities. The BC Centre for Employment Excellence (Centre), commissioned by the YWCA, is conducting the research and evaluation.

Mentoring Partnerships Pilot for BC Career Development Practitioners

The Centre, in partnership with the BC Career Development Association (BCCDA) and SkillPlan, is testing a new pilot project that examines the role that a structured mentorship program can play in supporting career development practitioners in BC. During the pilot, practitioners have the opportunity to form mentoring partnerships around specific topic areas where they are looking for – or offering – support and guidance, which could include serving clients with particular needs and barriers, pursuing skills upgrading or other professional development opportunities, or training in the latest software or information and communications technologies. All mentors and mentees are provided orientation and training on effective mentoring skills and strategies based on SkillPlan’s established mentorship framework, and participants will be given the opportunity to fill the role of mentors or mentees on topics of their choosing. The BC Centre for Employment Excellence is conducting a formal evaluation of the mentorship program to determine its effectiveness in supporting the professional development needs of CDPs as well as its role in equipping practitioners to provide services and supports to BC job seekers. This project is managed by the BC Centre for Employment Excellence, a division of SRDC.

Impacts of Interoperability and Information Sharing Across Settings

The implementation and utilization of electronic health technology are playing an important role in coping with the increasing demand for health care services and managing the coordination of care, especially for patients with complex medical needs who are cared for by different health care providers in a variety of settings. This study looks broadly at the impacts of interoperability and information sharing across settings in BC’s Interior Health Authority to evaluate how the utilization of a regional medical health record hub impacts clinician access to complete patient information for clinical encounters and care coordination for their patients in both inpatient and outpatient settings. The results of this study contribute to research knowledge in this field and inform future planning.

UpSkill Health and Mental Health Outcomes Study

This project is a sub-study of the original UpSkill project, which used an experimental design to evaluate the impact of workplace Literacy and Essential Skills (LES) training on individuals and firms in the tourism accommodations sector. This sub-study conducts an in-depth analysis of how literacy influences health and mental health for both workers and firms, using the considerable data collected through UpSkill. The study identifies the potential of non-health interventions such as LES training to improve population health.

Evaluation of Social Finance Pilots

SRDC is conducting an evaluation of two pilot projects for Essential Skills training based on performance-based funding models. One project is being managed by Alberta Workforce Essential Skills, and will provide workplace essential skills training to lower-skilled employed persons. The other is for low-skilled unemployed persons and is headed by the Association of Canadian Community Colleges. In both cases, private sector investors paying up-front for training will be reimbursed a portion of the training costs if participants achieve targeted levels of skills gain. The research includes a range of outcomes of interest including indicators of employability and performance measurement, and will analyze the return on investment in training.

PSE-related financial literacy among disadvantaged youth

This project aims to address information barriers to post-secondary education (PSE) access faced by disadvantaged youth – specifically, the lack of engaging online resources to learn about the benefits of PSE and how to afford it. Together with the Boys and Girls Clubs of Canada (BGCC), SRDC is conducting an evaluation project that tests the effectiveness of new, online financial literacy resources related to PSE and targeted to low-income youth. The resources are provided through Rogers Raising the Grade, a new after-school program offered at 35 Boys and Girls Clubs across Canada, and build on an existing collaboration between SRDC and BGCC. Funding for this project is provided by the TD Financial Literacy Grant Fund administered by Prosper Canada.

Pay for Success

A pilot project aiming to develop and test an innovative performance-based approach to funding Essential Skills service delivery in the provinces of Manitoba and Nova Scotia. This pilot project is the first Canadian test of a “pay for success” model for Essential Skills delivery. The model is designed to stimulate innovation in service delivery, encourage a community of practice for delivery of Essential Skills services, and improve longer-term employment outcomes for underrepresented groups in the labour force.

School engagement in middle and secondary schools – Phase III

The « Engagement scolaire » project is funded by the Conseil des écoles publiques de l'Est de l'Ontario (CEPEO). The objective of the research project is to evaluate the impact of a program offered by the CEPEO on teaching practices, and in turn, of these teaching practices on student outcomes. This phase also focuses on scaling up the initiative in all classes at participating schools. The program offered by the CEPEO aims to help teachers develop effective teaching strategies, including the integration of ICTs, to promote student self-regulation and engagement, as well as learning skills and work habits as defined by the Ontario Ministry of Education.

Evaluation of the Green Shield Canada Foundation Health Innovation Collaborative

The looming demographic “tsunami” of aging seniors will require a fundamental transformation of the health care system. The Health Innovation Collaborative (HIC) consists of five innovative health care organizations in Toronto working to improve care for seniors with complex medical needs through reinvented processes, shared knowledge, and technology. In collaboration with the Green Shield Canada Foundation and partner organizations, SRDC evaluated the effectiveness of the HIC and its potential impact on the quality of care and access to services and information. SRDC’s evaluation emphasizes systems thinking and the conditions for achieving collective impact in terms of equity, efficiency, and effectiveness.

The Foundations Pilot Project

This project is a three-year initiative led by the Training Group at Douglas College, British Columbia. It tests: a) whether a skill assessment and upgrading program delivery model targeted specifically to meet the needs of low-skilled job seekers can be successfully implemented across several sites nationally, and b) what impacts the program may have on a variety of outcomes, such as participation in college-level training, employment, and labour market advancement. Approximately 500 job seekers were recruited, half of whom were randomly assigned to receive program services while the other half served as a control group. The study includes an evaluation framework and research design, as well as implementation, impact, and cost-benefit analyses.

Evaluating the impact of patients’ direct lab access

As part of the move toward a more modernized health care system, tele-health and digital health services provide patients with direct access to health information and advice 24/7, 365 days a year. The aim of this study is to understand the impact of direct patient access to laboratory results in B.C. in terms of healthcare access, quality, and productivity. Through interviews with physicians and a survey of service subscribers and a general population panel, the study examines how direct access to lab results compares to traditional means of access (i.e., via the physicians’ office) in terms of service reliability and efficiency, patient experience, patients’ utilization of healthcare services, and physicians’ practices and workloads. Results of this study support future planning around patient access to health information and contribute to the peer-reviewed literature.

Life After High School Ontario – Phase II

A pilot project to develop and test streamlined options for delivery of the Life After High School program in Ontario. The program options provide Grade 12 students at selected Ontario secondary schools with practical support applying for post-secondary education and financial aid. Students are guided through online tools and video in the process of selecting a post-secondary program of their choice, applying for a place in that program, and applying for financial aid. In the initial stage of the project, SRDC provided consulting services and a set of recommended models for test, including consideration of a variant model for Crown Wards. Following the selection of preferred models, the second stage commenced delivery of the options during the 2013-14 school year. Delivery models vary in order to assess the impact of paying the application fee of either the Ontario College Application Service (OCAS) or the Ontario Universities Application Centre (OUAC) and different forms of facilitation. This research project seeks to learn which models are most effective in supporting all Grade 12 students at a school to make applications for post-secondary studies and financial aid, and in increasing enrolment in further education.

The Motivational Interviewing Pilot Project (MIPP): Advancing Career Development Services for Income Assistance Clients

The evaluation of a promising intervention — called Motivational Interviewing (MI) — intended to help British Columbia social assistance recipients overcome any ambivalence that may be keeping them from making desired changes in their lives. The hypothesis under test is that MI will act as a catalyst for change moving from unemployment to employment. Outcomes for income assistance recipients streamed to receive MI are compared to outcomes from a randomly-assigned control group streamed not to receive MI.

Advancing Career Development Services for Income Assistance Clients: A Test of the Stages of Change and Motivational Interviewing Model in a Public Service Setting

To prepare a detailed design document to implement and test a novel and innovative approach to engage and motivate income assistance clients in Saskatchewan to improve their work readiness and participation in the labour market. The intervention builds on the Stages of Change Research Project that implemented a unique approach in the employment development field in Manitoba. The project also involves designing and implementing a rigorous research approach to explore and measure the results of the proposed intervention.

Life After High School in Ontario

A pilot project to test an innovative program called Life After High School in Ontario. Starting in October 2011, the program provides Grade 12 students at selected Ontario secondary schools with practical support applying for post-secondary education and financial aid. In three on-line facilitated workshops at 43 schools, students are guided through the process of selecting a post-secondary program of their choice, applying for a place in that program, and applying for financial aid. The application fee of either the Ontario College Application Service (OCAS) or the Ontario Universities Application Centre (OUAC) is covered by the program. This research project seeks to learn whether supporting all Grade 12 students at a school in making real applications for post-secondary studies and financial aid increases enrolment in further education.

Workplace Literacy and Essential Skills Initiatives: Measuring and Legitimating Success to Expand Access

A demonstration project designed to develop and apply a comprehensive evaluation model to measure the long-term outcomes of workplace literacy and essential skills initiatives in Manitoba and Nova Scotia. It builds on an evidence-based model developed in New Zealand that integrates quantitative and qualitative measures. The model has been modified to the Canadian context and applies to 20 selected workplace LES initiatives in Manitoba and Nova Scotia, provinces that have invested in sustained workplace essential skills programs for two decades. SRDC is responsible for the evaluation framework and research strategy.

UPSKILL: Essentials to Excel - Literacy and Essential Skills in the Workplace

A large-scale demonstration project to measure the impacts of literacy and essential skills (LES) training in the workplace. The project uses a random assignment design to provide the most reliable measures of the impacts of LES training on workers skills, their job performance, and other outcomes relevant to workers and firm-level objectives. Approximately 80-100 firms and 1,200 workers participated, half of whom received training; the other half served as a control group in the study.

Readiness to Learn in Minority Francophone Communities

This large-scale demonstration project was part of the Government of Canada’s 2003–2008 Action Plan for Official Languages and was continued under the 2008–2013 Roadmap for Canada’s Linguistic Duality. The tested preschool program combined a childcare component developed specifically to meet the needs of Francophone children in minority settings with a family literacy component targeting the parents of these children. The program aimed to develop children’s language skills, knowledge and use of French, knowledge of and engagement in Francophone culture, as well as to foster their school readiness and overall development. The project involved some 400 children living in six minority Francophone communities in New Brunswick, Ontario, and Alberta. A mixed-methods approach was used to conduct an implementation study and an impact evaluation. Project findings will serve to inform decision-makers, service providers, and program developers on the delivery, effectiveness, and efficiency of a program whose aims are ensuring children master the language of instruction in addition to the preservation and strengthening of minority Francophone communities’ vitality.
